Rate limits and Retry-After
Back off predictably when a scoped token reaches its request limit.
Rate limits are applied per token. The current limit allows a burst of 60 requests and refills at one request per second.
When the limit is exhausted, the API returns 429 with code rate_limited and a Retry-After header in seconds. Wait for that interval, then retry with bounded exponential backoff and jitter.
